Mostly this re-instates the pmieconf qa tests and adds the new sanity
group.
To resolve some merge conflicts, I had to move Nathan's 358 test to 361.

sanity and pmieconf
New sanity group is designed to run in under 5 mins and provide
a quick coverage over core functionality. See sanity.coverage for
the coverage details.
The pconf directory is needed for the pmieconf tests.

match_inst used with a metric with only one instance in the
