I suspect you're referring to pmieconf, rather than pmie.
If so, pmieconf never made it into open source land from sgi.
The config.default that ships in the open source version in fact came
from pmieconf, but we don't have the tool nor the other rules in the
open source distribution.
If sgi wants to open source pmieconf, I'd be willing to look after it in
open source land.
