Fix the Debian build.
The "packlist" for cpan modules is only needed for non-debian packaging
(i.e. RPM). Debian uses a different mechanism and packages directly from
the staged install tree.

libpcp_pmda remove dead code
Call to pmLoadNameSpace() is not needed at was guarded by #if 0.
Removed code block to reduce confusion.
