I dunno, but quite possibly.  Not sure that is an ideal way
to go though, since it will mean that we'd force the version
of the API being used for all applications that want to use
libpcp.  And I'm not sure what the results of calling this
Win network start interface multiple times would be, so I'm
kinda leaning toward making this opt-in (after thinking more
after that initial mail).
