OK, by all of the rules of troff (since 1975 if I recall correctly)
these two are forms have _exactly_ the same semantics.  If khelpcenter,
man2html, etc.  can process the second form, but not the first they are
even more broken than I had first suspected.

The verbose variant will appear in the next packaging from Mark.
