[PATCH] Check for SOL_SOCKET in compat_sys_getsockopt

compat_sys_getsockopt checks for SO_RCVTIMEO/SO_SNDTIMEO without
making sure that the level is actually SOL_SOCKET. This can break
getsockopt() requests for other protocols.
