Sending RSs only when DAD for link-local addresses has been completed on
non-loopback interfaces, and addrconf_dad_completed() set ifp->probes 1.
It sets addrconf_mod_timer() and addrconf_rs_timer() will resend
RSs ifp->idev->cnf.rtr_solicits - 1 times.  

RS and DAD are not sent at the same time.
