probably there is a bug in the icmp reply throttling code?

without pinging first, there are icmp replies.
with pinging first, there are no icmp replies.
with pinging and heavy udp scanning, there are a few (throttled) icmp
replies. (try yourself)

seems like the icmpsendingrate isn't resetted below the threshold properly?


does this somehow explain why this whole issue doesn't apply to the loopback
