1. It controls IsRouter flag on neighbour advertisements.
2. It controls sending router solicitations.
3. If forwarding is off and accept_ra are set, router adversisements
   are accepted.
4. If forwarding is off and accept_redirects are set, redirects
   are accepted.

Shortly, this flag responds for protocol part, but it has no
traffic filtering function.
