I seem to recall something somewhere about running a userspace
arpd, which could presumably remove your limitations.

It's marked as obsolete in the kernel (damn!) and is "ARP daemon support
(EXPERIMENTAL)". It does mention about a userspace arpd, but not where to
find it. Might be worth a try?
