The PLX chips are generic PCI interface chips.
They can be programmed to bridge to a generic bus, for instance to update an
old ISA-like design to PCI.
They are relatively expensive chips, so you will only find them on low
production volume devices where they couldn't justify the engineering cost
for a real design update.

If the NIC is really behind the PLX chip it will be difficult to figure out
how it works.
