Please don't think of buying the handbook as a reward to me for
helping you with your problem - the royalties on the book you buy
amount to maybe a buck. I suggest buying the book because I'd rather
help you help yourself than have to guide you through the entire
process - while I do enjoy helping people, I prefer help that provides
leverage.

It's probably a "bug" in your VLAN interface. What happens if, on
your VLAN interface, I try to send a packet with an IP destination of
255.255.255.255? What does it do if it receives a packet to
255.255.255.255? Remember that this is going through LPF. I would
strongly resist any attempt to blame this on the DHCP server before
you've verified the path of packets of the described type through the
kernel, and through your VLAN, however it works. Also, do you
actually have LPF support in your VLAN driver?
