make kdb_syslog_data geneeric

Keith,

can you give kdb_syslog_data in kernel/printk.c a generic name and put
it inside CONFIG_DEBUG_KERNEL instead of CONFIG_KDB?
I have a patch for xmon to print the dmesg buffer. It can use this
helper function to get the pointers to the dmesg buffer.
SuSE is probably the only distro shipping kdb, so that change shouldnt
hurt.
