I'm using glibc-devel-2.1.3-15 and /usr/include/iconv.h declares the function
as follows:

  extern size_t iconv __P ((iconv_t __cd,
                            __const char **__restrict __inbuf,
                            size_t *__restrict __inbytesleft,
                            char **__restrict __outbuf,
                            size_t *__restrict __outbytesleft));

I have gcc 2.96 (Red Hat 6.2) and don't get any warnings or errors.
