I suppose you are looking for an open source solution, :-) but
FYI, Open Inventor from TGS includes all the VRML97 (aka VRML2)
nodes as native classes. You can create a VRML97 scene graph
exactly as you want it written out or convert a "classic" OIV
scene graph to VRML97 nodes and write them out.
