This corrects some of the Makefiles which used the non-existant LCOPTS
to use the correct LCFLAGS to set directory-local compiler flags.
The main changed directory is the one in libci, where the change
causes it to now use the newer FNV hash function instead of the old one.
Bugzilla 72. This also includes one of Joachim Gleissner's patches since
it was in one of the changed Makefiles and in the tree that I tested...
