char/raw.c devfs support

Once upon a time two patches were sent (almost at the same time) to
kernel@mandrake and lkml. Neither of them was ever applied.

I find lkml version a bit more clean.

Any chance to get them into official 2.4.18 or at least into Mandrake
kernel before 8.2?
