help: /dev/.devfs file

I've just installed RH7.1, which comes with devfs in the kernel
(2.4.2-2).  Yet I cannot run the daemon, nor mount the fs due to the
lack of the /dev/.devfs file, which is nowhere to be found.  Having read
the docs several times, I still haven't discovered how to properly
create this file (special character device file - but no major/minor
numbers).

Any help would be much appreciated.
