drivers/char/rtc.c doesn't call any devfs functions itself, nor can a
failure in the devfs code prevent the driver from working (other than
a system hang). Thus, if there is no sign of the RTC driver in dmesg
output, the driver isn't installed, or someone has broken it or
something it depends on. Either way, it's not a devfs problem.
