Help on CGI Configuration on Server

I have just installed Apache on my server and would like to configure the
server for CGI. I have setup the httpd.conf file such that ScriptAlias
/cgi-bin/ /home/www/cgi-bin The cgi-bin directory has also been configured
for Option Includes ExecCGI. The Server Side Includes work fine, however, my
counter.cgi in that directory does not work. Apache error log shows that
"(2)No such file or directory exist".
